I think there were many Dutch, Danish and Norwegian
volunteers for the SS units, which were basically 'foreign legion' formations for Nazi sympathisers from those countries. Other now-Nato powers such as Italians, Rumanians and Hungarians fought under their own countries flag and control (but not around Leningrad, as far as I am aware).

There was even a small unit of British/Commonwealth volunteers (which never saw much active service). Their commanding officer, John Amery, who was hanged after the war, and was the son of Leo Amery, a WWII British cabinet minister, and his brother was Julian Amery, a cabinet minister under Edward Heath.
