It's not that simple. If China were for example were found to be breaking international sanctions on Russia acting as a 3rd party they themselves risk further scantions. It's not worth the risk for such little reward.
I understood that wearing an opposition army uniform whilst attacking was a war crime?

Are there photos of these Russians in UA uniforms ? Given the "logistics" on the Russian side I'm not overly surprised to see it happening - stealing off the dead is going to be better quality than the garbage they're getting from mother Russia. I think their biggest danger is getting shot at by their own side. Did they remove insignia patches etc ?

That graph is from last week's Economist.
The article with the graph was criticising Canada for its low dence spending.
There is nothing that prevents a criminal being president. The only qualifcations are resident in American for over 14 years and over 35 years old. Don't even have to reside in the White House. Technically there is nothing barring him being president from a prison cellhows he meant to be president if he's in prison?
I'm currently watching The Long Way Round and they just rode through Ukraine. This was long before the war. It was quite poignant to see them talking to Ukrainians and no-one had any idea what would happen to their lives in the nearish future.
