We can be intellectually honest and not pretend it was Russia. If it was Russian forces or Russian backed forces they would definitely say that.
So Ukraine using cluster munitions on its own territory? Old story, whether it was 2014 or 2023.
Besides which, the 2014 Ukrainian Government were Russian backed.

The Ukrainian government in 2014 wasn't Russian backed, the pro-Russian President fled the country in February 2014.
In 2014 Petro Poroshenko became President after Pro-EU rioters forced the previous President Viktor Yanukovych to leave the country, Poroshenko continued the war in Donbas which included using cluster bombs on Russian speaking civilians in Donetsk. You can say it was on Ukrainian territory and no one will disagree, but bombing civilians with cluster bombs on your own territory isn't exactly a sign of good governance.

No weapon use treaty applies to any of the beligernts in Ukraine ; cluster rounds, thermobaric rounds, mines - the USA, China, Russia never signed any of those treaties against their use.
Intermediate Range weapons are in use every few days by Russia.
