That kinda seems to be his point, legally he cant. Thats why there are calls for Government to change the regulations in the scheme to allow this to be an option.

As much as I dislike the guy, he seems to be on the right side of this one, taken a while but seems the right noises are being made. I seem to remember recent articles with completely misleading headlines.

I think a few thousand missiles more than negates any savings from a scrappage scheme. Let alone millions spent on rebuilding in concrete and steel.
