EU 'divided' on sanctions

According to a series of sources I've spoken to, the European Union is divided on its approach to sanctions.
Germany, having agreed to sacrifice Nord Stream 2, is backing "proportionality", which might translate as "not going too far, too fast".
Italy, fearful of hobbling its post-COVID recovery, is very wary of hitting the energy sector; Hungary's Prime Minister Viktor Orban doesn't want to damage his ties with Russia. Cyprus is wary of being tough after becoming home to more than 1,000 wealthy Russians in recent times while Austrian banks, along with those in Italy and France, seem the most exposed to the financial impact of sanctions on Russia.
Balance that against a range of countries that are pushing for the toughest sanctions possible, and you have a complicated debate.
The most likely outcome, especially under the leadership of Ursula von der Leyen and Charles Michel, may well be for the EU to play it safe – not least because some officials question the true importance of Russia recognising territory that, in reality, it has already occupied.
But we will see later this afternoon, when the sanctions package is announced.
