I cannot imagine that Russia is doing anything except produce as many arms as their economy will allow, any alteration to this would require radical changes to their economy which would damage it in the long term
They are going through significant changes to their economy, including mass de-privatisation of military and strategic civil industry, with currently increasing percentage of it underpinned by military spending, turning away from military spending is going to be hugely damaging to it in the long term as well.
The only hope of averting another Cold War is the next US election.
Putin doesn't have a single reasonable demand, Trump selling out Ukraine isn't going to avert a Cold War, only maybe delay it a little.
