With oil prices having risen from $0.9 to $1.0 and Brent crude at $1.05, I don't think "panic" is descriptive of anyone buying petrol today.

I don't think they would make moves, I've read they lack the amphibious capacity at the moment to properly take it which they are building, although if things got chaotic globally they may just throw caution to the wind and take advantage
