You don't need a reason, just ask for all information they have stored on you. They are entitled to charge upto £10 to cover administration costs.

2. Release of information about yourself - Driver Register

Enquiries of the Driver Licence Record should be addressed to DCS (Data Subject Enquiries), D4, DVLA, Swansea SA6 7JL. You should give details of your address, driver number or full name and date of birth and reason for request. A fee of £5 is payable.
 
Without sounding like a keyboard warrior, i'd carry on driving and start court proceedings.

Not only is it their mistake, their only response is to effectively "give us money" to do it all over again.

Who's to say this isn't being done on purpose to make people pay for more tests?

Bat's idea is very good indeed, it just goes to show, you have to know how to 'play' the system to get anywhere these days. It shouldn't be that way, but reality is so often a bitch.

I wonder if any of these people paid the DVLA via cheque.

It might take a while to track the payment down, but it would be fun to take the DVLA to court for cashing your cheque (fraudulently?)

Spot on, that's exactly what it's like. My favourite bit with the DVLA is that due to the 10 year photo renewal at a cost of £20, you are effectively paying an extra £2 a year tax just to hold a licence!!
 
Mines due for renewal in April, got both parts and even the driving test form showing I passed, £20 to print some plastic off and for some monkey to scan a picture, ugh, not only that I need to renew my passport thats another £77.
