What kind of development has gone in to these RARBs and what issues did you solve/hope to solve with it?
I've always been a little apprehensive about messing with suspension too much, as you tend to just move problems around rather then fix them without serious work. I have noticed the Clio pushes wide if you overcook turn in, I guess the RARB would help loosen up the back end a bit in this respect.
How much are they? Are they a common mod? (ie. resellable if I'm not happy?)
I can't answer your questions in detail, however the two bars which people seem to be purchasing are either the Whiteline ARB, or the one from the group buy over on ClioSport.net (the one I have). The only difference is (I am told):
They do the same thing as the whiteline's but have more adjustment and proper rose joints instead of rubber bushes.
I wasn't trying to solve or fix anything when I bought it, but all I had read was positive things about it on CS.net, and in particular Fred@BTM (who you may know is a very respected member on CS.net) said that he rated them very highly...that was enough for me.
They don't seem too common at the moment, purely because it's so hard to get hold of one. If you wanted to sell it I have no doubt you'd be able to sell it on very easily.
The Whiteline ARB is going for about £165-175 or so, but you'll be waiting a while for them. The one I bought was £205, but again unless you buy one now you'll be waiting a while. There may be one left in the group buy, not sure -

Description of the Whiteline ARB:
Whiteline Anti-Roll Bars for RENAULT CLIO are made in Australia and provide an excellent value upgrade to a cars handling. The bars are often available in adjustable and fixed versions. Adjustable bars where available are the stock item. They provide an excellent way to fine tune the handling of your car especially important if you have other modifications to the car or to simply balance the handling to suit both tyres and driver.
NB the objective is to increase overall grip where possible.
As I said earlier, the whole car just feels more planted to the ground. When going about 60ish, if I went left to right fairly quickly it used to feel a little floaty, to a degree it still down, but it's much more planted now (I keep using that word but I think it's the best way of describing the effects).
I have mine on the middle of the 7 possible adjustment holes. So I could make it stiffer if I wanted! But it seems great as it is.
