Sorry I meant that if I format and install Windows 10 ISO now, on the 29th will that expire as its BETA and I have to reinstall or will it just update to the latest final build. I have Win 10 installed on a VM for now for me to play with anyway.

I am going to test the Windows 10 update on some unsuspecting victim before I let it do my PC, probably my sisters laptop. 
I don't think it will actually 'expire' on 29th July, but assuming you are on the Insider program you will continue to receive regular updates.
If not, and you have installed from an ISO file, rather than as an 'upgrade', then you will be asked to purchase a licence... or have I got that wrong?
It would seem logical for it to associate your Insider registration with your Microsoft 'log-on' email address, which if used on a different machine will still recognise you as having registered... yes?

Yes, I'm on the insider program. Basically I've been wanting to reinstall my Windows 8,.1 for a few months, but held off for Windows 10. I'm starting to get Window 8.1 slow down now, my install is 2 years old. I'm itching to reinstall, I would do Windows 10 insider latest build if I knew it would auto-update to final release and I would not need to reinstall on 29th July.
I really do not want to wait till the 29th for a fresh windows install now.

If you just want to 'test/play' with it, just install via a virtual machine for now!
There are still a few inconsistencies UI wise (Theme menu launches the traditional screens found in Vista onwards vs the settings menu which is simplified Windows 10 style) but I'm liking it so far.
Managed to wipe out a workstation doing an upgrade earlier however so not all great

I meant on the 29th when the upgrade becomes available in windows update.
I am sure it will be fine though!

I got Insider Program and got fresh windows 10 pro build 10162 from the ISO off microsoft site for GB-UK 64 bit but if Microsoft release Windows 10 Pro RTM, we will NOT getting it because the partners will get a copy first, then lastly, the rest of us as the public insider program will get it free upgrade within Windows 7, 8, 8.1 that already have genuine on it. Then u can burn ISO to get a full clean installation but no product key is needed, as the windows activation will know your hardware ID's and your M/S account to re-activated it on the same machine.
OEM partners will get it before the 29th,
the windows 10 insiders are getting it on the 29th,
everybody else as to wait about 2days or a week

That's what people said when 8.1 came along, and they were meant to continue down that path, what happened to 8.2? It became Windows 10

That was due to Windows 8 being such a massive POS (in many peoples eyes - not mine though)
...I wondered who it was who kept posting when W8 was first released about the need to get used to the Metro interface as the traditional desktop was dead forever, and we''ll never see the start menu again..!!
You have 3 options.
8.1 -> wait to the 29th and take the free upgrade to 10 Final = Fully licensed 10 using your 8.1 license.
8.1 -> update to 10 Preview using Windows Update now -> get 10 Final on the 29th = Fully licensed 10 using your 8.1 license.
Clean install 10 from an ISO -> get 10 Final on the 29th = Fully licensed Windows 10 as a Preview license.
If you stay in the Preview program you can continue running Preview builds under that license. If however you opt out of the Preview program you will stop getting new builds, and the Preview build you are on will eventually expire (about 6 months after its release) and your PC will then stop working until you apply a valid 10 license.

I hope you are right as I would like to see more features added. I can't see it happening to any great extent. Are you just guessing on that subject or did you read it from an official blog?
As with anything Microsoft you have to piece it together from their crap communication. But basically Windows 10 is the last big release of Windows. From now on all update will be iterative and frequent. Just like iOS and Android. To support this, and to underpin the enforced updates on the stable builds, they are continuing the Insider Program to give then a test bed of litterally millions of users.
So if you imagine that what would have traditionally arrived in 3 years time as Windows 11 will now appear gradually as updates over the next few years, you understand how the process works. So as they took feedback from 8 and fed it into 8.1 and now 10, they will take feedback from 10 and feed it into the 10 updates. But the benefit for us is the development process is now far more transparent and interactive with users.
I'm not saying they will start implementing everyone's individual requests. More that they will now have more transparent development and be able to steer their paths based on feedback from Insiders. If they start heading down a route that the Insiders don't like they will soon hear about it and can react, rather than the traditional approach of not finding out they made a bad choice until after they packaged everything up into a big release.
At the end of the day, Microsoft do listen. We wanted a start button back, and we got one in 8.1. We wanted a start menu back, and we got one in 10. If there is enough support for a direction of development Microsoft will listen.

Sorry if this question is already answered. I have reserved a copy of Windows 10 on my Windows 7 machine.
If I need to format the pc would the reservation stay in place and still know it's my machine or would I have to reserve again?
