Personally, I'd say a roof over your head and food & water are the only fundamental human rights. Anything else is a 'nice to have' but not necessary for your survival. Much like having an internet connection isn't a fundamental right, neither is having central heating, irrespective of what the youth of today seem to think.

I was thinking about this earlier - 40 degrees Celsius predicted for some parts of the US

The US is much better prepared for snow/cold, albeit, this is on another level. The amount of casualties from frostbite, heating failure, pipes etc.

It doesn't bear thinking about if this happened to the UK.
