We have already 'purchased' the rights to do it. The council just get a fixed fee now per game or season IIRC.You would think the local council will demand a rather large fee if they allow it to go ahead.
As for the value of the deal, this could quite easily be the first situation of ridiculous fee no other club in the world could attract, and the fair play people getting involved and deciding if it represents fair market value or not. Though I wouldn't expect them to weigh in immediately as the actual rules kick in essentially 3 seasons from now. They are monitoring the next 3 seasons but no actual "you're in/out/shake it all about/fined" decisions will happen for a few years.
One of the problems we could be facing is Barca, City, Utd, Chelsea, Real all ramping up their shirt/stadium naming rights to increase what is fair market value. IE all get in a room and decide this year Barca increase their deal by 5mil, next year Real do it, the year after City go up by 5mil and then each year they all match the deal so in 3 years time they've all got a £40mil a year shirt deal and naming rights....... but if several clubs all have similar money they can argue it would represent fair market value.

Further to our conversation an hour ago I want to confirm that the
details below is the official final offer from Queens park Rangers FC:
Player Jay Bothroyd
Term 2 Years ( compulsory option for 3rd year if QPR are in Premier League
and the player makes 19 appearances in the 2013/2014 season ).
Salary £25,000 per week ( including S.O.F ) = £1,300,000.
Appearance £2,500 per game ( named in 18 man squad )
Bonus £250,000 for each season QPR remain in the Premier League ( payable at the end of each season )
£2,500 per game ( named in 18 man squad ) if QPR remain in Premier League ( payable at the end of each season )
Relegation If QPR are relegated in the 2011/2012 season then the player will be allowed to leave for the price of £1,250,000.
The player will receive £250,000 from the £1,250,000.
Buy-Out The player will have a buy-out price of £2,500,000. This will be applicable at the end of the 2011/2012 season if QPR remain in the Premier League.
Agents Fee £130,000 per year (£260,000) as per representation agreement.
£25,000 payable each year QPR are in Premier League.
