I'd thought some bmw have option of a personal esim in addition to cars one - OK google suggests that's other countries.
would also be logical if you could divert your mobile calls directly to cars 4g/5g inbuilt antenna&radio, or use (cheap) VOIP on it.
I've ripped the Old ATM unit apart. There is no physical Sim card, however there is an appropriate chip that can store an eSim details. So I presume older ones can?

I was curious as to whether the multiple decade flex about BMW sim trays was 1) true, and 2) useful. Turns out it was neither as it is still IMSI locked to a provider. A shame really as cheap bolt-on data plans would be super useful.
