I'm inclined to agree, as a temporary measure to make life difficult and remind Palestinians whom is causing the problems I think it is defensible. A permanent cessation is not. Israel has been supplying water and power for years and their blockade of all of the Gaza borders mean that no economic development is really possible and that importation of heavy industry like water and power plants has not been possible. I think that places a moral burden on Israel.You answered your own question. Personally I think cutting off food power and water falls under indiscriminate.
