Frankly, it's more designed as hush money to stop the poor revolting or otherwise inconveniencing the wealthier. If one were to take a cynical view.

Com'on, the authorities can't possible be expected to know where these people are entering the country. I mean trains are notoriously hard to "track" down, and tunnels are here one day gone the next.
