SSD won't do much besides massively reducing load times. Doubt if it'll improve frame rates.
Agreed, the assets should be preloaded into RAM before the level starts. For open-world roaming games (obvlivion-esque where you dynamically load assets for a given area as you approach it) it might be of some transient benefit though, make things a bit smoother when you reach transition areas.
Having said that, should never really notice anything on games that optimise properly, especially with plenty of RAM.
