Didn't Riccardo switch to Ultras and was actually slower due to trying to get temperature into the tyres?

Yes. Vettel and Lewis were running in the 1 46s, Bottas set the fastest lap over a second faster. He would have caught Vettel in about 8 laps and cruised past on the straight.
Drivers want to win.
He was leading for most of this race... he felt he had the speed to be infront of Bottas, but obviously was proven wrong at the end.

He was going to finish ahead of Hamilton irrespective of the safety car. He had enough of a lead (looking at the Red Bull stops) and would have had a much faster tyre on when he came out.

Race 1, Melbourne: Verstappen spins, going from 5th to 8th.
Race 2, Bahrain: Spins in qualifying, crashes into Hamilton and retires as a result.
Race 3, China: Crashes into Vettel.
Race 4, Baku: Hits Ricciardo, weaves down straight and then weaves into Ricciardo's path and immediately brakes.
I'm not blaming Verstappen 100% for today's contact, but it was an idiotic thing to do. What the hell is going on in his head.

Dang you gotta feel for Bottas, he would have been leading the championship if he won. Didn't realize.
Before Riccardo switched to the US he was ahead of Verstappen.
But after both switched (one lap after the other) Verstappen ended up ahead having one additional lap on the SS.
I don't think Riccardo made a mistake, but with the cold temperatures, it seems the US were taking a long time to get up to speed than the SS/Softs.
Its open to interpretation and debate, I don't think its a clear cut "yes he would've caught him and passed".
