I think they did... why else would they have been developing the "Octopus" exhaust system in the pre-season? All the teams knew that EBD was going to be critically important this year, as it was last year.
The octopus wasn't ever blowing the diffuser, it was blowing the floor. They just never caught onto the loophole that meant the outer portion of the diffuser was still directly blowable.
It explains perfectly why the McLaren is such a dog when the off throttle exhaust blowing is banned... There's such little airflow actually getting around its fat arse without the added air from the exhaust gas.

It's just a shame that it seems that Newey has got the 'optiumum' design for these current regulations down to such a tee that to consider building a championship winning car, you've got to copy them
