Those figures obviously indicate a fault, and BT are lying when they say nothing can be done. The fact that your upload is within expected values only serves to highlight the fault even further.
You're right to cancel the DD. I know there's guidelines on what is acceptable for FTTC speeds; have you tried emailing the CEO of (OpenReach is it? Ian somebody?).

It's all been dug up next to the cabinet and on the work barriers it says 'work being carried out on behalf of Openreach' (something like that, that's all I could read while driving). Hoping this is the start of the FTTC cabinet going in.
