The start screen is the correct resolution 2560x1440 (running a single screen on display port), however when I go to the desktop its seems to be be running at a different resolution, text is bigger and also icons as well, object desktop seems to be fuzzy and not crisp either.

Haven't tried it. I just want to wipe my drive and install 8.1 cleanly without fannying about reinstalling Windows 8, applying updates and then installing 8.1 from the store. If there was just one version which you could download as an ISO without requiring a previous version or having Basic, Pro, WMC versions, etc. it would be a helluva lot easier.
Change the display scaling back to 100%, 8.1 has an auto scaling option which is supposed to help if you have a small screen like a 10" with a high res like 1920x1080.
Personalize > Display > Check box that says "Let me choose one scaling level for all my displays"

Anyone have issue with Live tiles not working since updating to 8.1?

I assume, maybe incorrectly, that the "down arrow" indicates there's an update available for that app?!?

Nope app just opens normally.. I dont have no live tile feature, it was working yesterday.
I just fixed the news one by removing it and re-installing it so that means, it wants me to re-download them all lol
Think i'll wait for them to get patched.
I have just got Win 8 installed and am downloading 8.1 through the Windows Store. It's taking its' sweet time.
Only 50% of that bar is for download, and depending on the speed of your hard drive you might be waiting a lot longer (it took at least three hours to complete on my laptop, but it took my fathers computer around an hour less as it has a faster hard drive).
SSD so the install should be fast, hopefully.
