I wouldn't bother so much about TDP of 100W +-5% (2700X 105W and 1700X 95W).
But to expect 4.7-4.8GHz base, stock frequency on 95W 7nm chips, is completely realistic.
the 9900k will not do 8 cores 16 thread at 5k Stock either, i have no doubt it will at overclocked levels though
I'm gonna say 4.5ghz is more realistic.
The 2700X is so efficient it will overclock on its box cooler.
The 8700K you can't overclock it on anything less than a £150 AIO
Not true. 2700X is not efficient when it overclocked on stock box cooler, many reviews I read tested 2700X OC with stock cooler saw temp went through roof at 90C, too hot for a stock cooler.
Not true. I overclocked my 8700K to 4.7GHz just fine with 6 years old Artic MX4 thermal paste used with my Corsair H80iGT worth £79 with a single ancient Noctua S12-1200 fan plus my PC case don't have any case fans. Very pleased with 35-40C idle and 60-70C load.
I probably will replace my old Artic MX4 and Noctua S12-1200 fan soon with new Thermal Grizzly Kryonaut thermal paste (should be much better than Artic MX-4) and new Noctua NF-A12X25 fan before upgrade to 9900K.

When at least 5 of these so called "generations" are basically one and the same thing - 6700, 7700, 8700 and 9900 one and the same... And the difference between 2600 and 6700 is minor...
Will probably pick up the 9900K if price is at most £400.
