Carbine kits would be awesome if allowed, I spent 10 minutes googling it, but couldn't find an answer.
As we all know the police don't have the money or manpower to investigate these kinds of incidents. They're far too busy doing internal investigations because senior officers used the term "whiter than white" and policing hurt feelings on the internet. They should just be renamed the language police and we'll have to deploy the army to deal with real law and order problems.

I wonder how the footage was gotten hold of? It appears to be someone involved filming it, did the police find them and get the footage?

If its an Asian committing a crime its down to his culture, if he's black it's because he's black, if it's a white person it's something else. Heck I've seen WOMEN attacking traffic wardens so I'm going to assume you think such cases are cases of gender enrichment.
So here's a video of some guys from another culture attacking a traffic/parking warden
So if you're going to be set standard (not double standard) then what cultural enrichment is involved in the beating of this traffic warden then?

I think when footage goes viral then it becomes a higher priority.
So that's what a 40% success rate? what would they do if these gangs actually had respect for them and didn't film each other committing violent crimes to put on Youtube? the guy could have had his neck broken and police were probably nowhere in the area because they're too busy policing Facebook and Twitter protecting overly sensitive people from being offended.
What would you prefer a situation like the US where the police are often barely trained in the proper use of their guns, and have little ongoing training, or one where every armed officer is effectively trained to the same (or better) level as State (if not federal) level SWAT teams?
Personally I, and from most surveys it seems most of the UK police, prefer a situation where you have relatively few armed officers, but those officers are trained to an extremely high standard, as opposed to every officer is armed but most get a quick course in training, then maybe a few days a year of additional training (proper training costs a lot of time and money, so you can't afford to do it for every officer).
Blame the CPS then, Jesus, it's not up to the police to convict. And you're being incredibly disingenuous as usual.
The most likely thing police are doing will be dealing with poorly homeless people who've collapsed from the cold, illness, overdose or alcohol poisoning, or domestic abuse problems, and wasting a massive amount of time policing stupid af football incidents depending on the city. But that's my own experiences of seeing them out and about.
And the reality is that politicians have set the policies that have ****** them over, the Police want to be on the streets, no less it's May's worthlessness as home Sec that really made it impossible to police this country.

A female friend was punched in the face yesterday when she asked a shoplifter to put the thing back he had just nicked. She's the assistant manager of the charity shop the scum was stealing from. The police just took a a few details over the phone, and said they will be in contact to take a statement...
