It's equipment at the circuit rather than the BBC. The footage is largely out of their control as each circuit has its own director and equipment and then that feed is passed out to the BBC etc. I suspect some circuits aren't passing out a HD feed so the BBC may feel it's not worth promising HD F1 until all circuits are up to par.
I'm only speculating though, but this how I understood how it works.
It has been mentioned before (just after Honda pulled out) and sounds quite plausible. With Ross Brawn's connection there and them not supplying Force India next season, it won't be much change for them really. I'm not sure if they will be supplying KERS though - Honda have been working on theirs for almost the longest out of all the teams - on another thought Ferrari are struggling with theirs so maybe they could do a straight swapITV - F1 are reporting that Ferrari are willing to supply any "Honda" team with engines

Very plausable - but I just dont like the potential for contract small print in any top line engine deal, especially if the chassis is as good as has been rumoured
