Shame that it's Button rumoured to be keeping the race seat, would far rather Barrichello stayed on, he'd do more with it.

The feelings about restrictive regulations in F1 have been echoed by FIA president Max Mosley, who believes that it has been a mistake to make the sport's rules so tight.
"It's a fault with the regulations," explained Mosley. "They have constricted the areas where they can work to keep speeds and costs under control to the point where you get the best returns by endlessly refining every single component of the car."
People like (Colin) Chapman, (John) Cooper or (Keith) Duckworth would be lost in modern F1. We have this culture of minimal innovation and endless refinement.

One of the smartest quote he has said and i agree whole heartedly. But he probably won't change the regulations becuase hes too much of a baby.

And also, does anyone else not find it slightly worrying that McLaren, one of the top teams in F1, has built its pre season test car without the correct setup to run at the pre season tests?

Nope. I think those types of things used to happen in the 1970s, but I dont remember secret car parts or sandbagging of any sort, in the last decade or so. If you have a car part, in this day and age, you will have to test it out on the track, rather than risk 10 pts on race day, if the car part completely fails or gets your car banned.
Keep in mind that the championship will be very close this year, so by potentially having a DNF in only 1 race (due to lack of testing) and losing 10 pts could lose you the title.
In 2009, teams/drivers will be fighting for every single point they can get.
Plenty of sandbagging went on last season during the Friday testing day and it wasn't until qually one/two that the true speed of the top cars was always apparent.
As for the rear wing, with the rules as tight as they are there is very little room for manoeuvre and come up with something interesting, especially in areas where it cannot be easily seen. So if McLaren have something genuinely interesting for the rear they may want to keep it away from being copied.
