My own feeling is that once Hamilton gets in the car, he will ensure that the McLaren finishes up at the top of the time-sheets.

So I take it that we're gonna have a rookie in a Williams powered by a Cosworth engine dominating the season, because teams obviously don't sandbag.
I do agree with one thing you said - teams do not sandbag (go slow on purpose) as it offers little benefit, but may place the team at a serious disadvantage.
While teams may not go slow on purpose, they may choose to run an entire test day (or even whole test meet) with never less than half a tank of fuel in the car. They can still get lots of useful testing done on a full car.
