Yes, using at a high frame rate means less light getting to the sensor, so you get a noisier image which loses sharpness.
I discovered this when using my Hero2 diving for the first time where I used 60fps.
Basically in low light you want to use something like 30p or lower if you switch it to PAL in the menu. Should give a much nicer image. At the end of the day, the GoPro cameras benefit from all the light they can get.
I filmed football again last night at 1080p 60fps, as as you said it would be, the quality was much better and the picture was less dark feeling, if that makes sense.
