Another cynical money grab by ANet. Throw us a bone, like being able to use skins and dyes across the acount, but then make Transmutation Charges that are required to actually apply the skins purchasable via the Gem Store. Once you run out of Transmutation Charges from your stones you'll have buy more.

That's no different than the Transmutation Crystals that we have to use now.
The new system will actually save you a ton of in game gold.
For example, say you bought a full set of T3 Cultural armour for one of your characters, that's approximately 120g.
But the stats on it are poop, now you also need to buy a full set of armour with the stats you want, say another 2-4g a piece, so around 12-24g.
So currently you'd have to spend around 132-144g to get that T3 look with the stats you want. Plus 6 Transmutation Crystals.
Want another character with the same look? That's another 132-144g and 6 Transmutation Crystals.
With the new system your first character will cost 132-144g and 6 Transmutation Charges, but then every subsequent character will only have to pay for the stat armour (the 12-24g) and 6 Transmuation Charges because the 'skin' is already unlocked.
Even more so for Legendaries! Want to dual wield Frostfangs? Currently you're looking at around 4000g to make two. With the new system you make one Frostfang, and then every single one of your characters can share that look for the cost of a basic axe with the stats you want and a single Transmutation Crystal.
It's a far
far better system.
