loadline calibration usually boost cpu v,it wont boost it while in the bios,only in windows
same as power saving wont work in the bios

VRIN, cache, vcore just dont be scared to push them, with my 4.7ghz my voltages are 1.65v dram, VRIN 2.05, VRIN LLC extreme,cache 1.29v, vcore 1.379v, PWM phase extreme performance, VRIN was always making me bsod 101/124, cache voltage was getting me red screens in games.
never used an asus board on this build but this gigabyte board has been super reliable
just run a small ffts and after 5 minutes 59c. lol
Are you using latest version of Prime95 with FMA3? version 28.5? 59C sounds wrong if so temp should be higher than IBT not 10C lower.
No?1.29 vring ? and 1.379 vcore ? they not a touch high lol your cpu will probably be half in life cycle @ 1.379v
im not sure 1.29v will be doing any good to the motherboard.

L419b577, hits 85 degs in bios with a quick test run (4.9 @ 1.33 auto volts), need to get shot of this stock cooler right quick...
EDIT: Nice to see the thermal throttle kicks in around 98 degrees...
4.9ghz using stock cooler ? Treading dangerously I'd say.
Get some decent cooling in place before you consider any sort of overclocking.
+1. Seems like the op has a very good chip though if the 4.9 Ghz@ 1.33v is stable - so decent cooling is deffo the way to go.
