Yeah, mine will do that at 4.7ghz but when gaming or benching in Firestrike/Valley, it's closer to 70's.
No idea as to what happened with the other chip? 1.26v seems pretty similar to both of mine. Be interesting to see what sort of oc you get out of it.

Since you mention C1E, EIST halt and show settings for LLC, I'm going to post this here:
"Hi, I have a Z97X Gaming 5 and 4690k, 16Gb Hyper X savage, x300 sandisk. I changed one setting related to the CPU, and it was LLC to low (there was no disabled). I did the same with my Q9550 and at stock it needed a vcore bump or was unstable. I was not doing any kind of stress testing but some programs failed to launch and I googled and was pointed to this:

Ran it and told me it corrected some file system corruption. So now I have it back on auto for LLC. I have a 2015 chip made in Vietnam, and would like to try a bit of an overclock (using Prolimatek Megahelim rev b).
Do you use power saving like C1E halt state? With my Q9550 I disabled these functions and overclocked then kept it like that 24/7 since 2009.
The reason I put LLC on low was because I read it can create voltage spikes as it tries to keep the voltage at what the bios is set and I prefer to just start with a higher vcore for a smoother power delivery."
As I said in last paragraph, I think putting the minimum vcore up to balance using low LLC sounds better long term to me.
When I had my q9950 at stock and LLC disabled I got a new mobo and PSU only to find that upping the vcore at stock was necessary.
They must set the vid assuming LLC is on.
LLC on Turbo/extreme is adding Vcore.
Also overclocking on LGA775 is different to Z97.
