The crimping on the cord, looks a lot like the crimping I get with the 2pin plugs here in France.
+1 for removing bank cards from paypal. Had to do the she on false claim back myself as paypal just take the money and leave you down the item and the cash and just don't care.
But can PayPal not take any further action against you if you do that?
They can send you angry letters from a 'debt collection' agency demanding you pay the money, but you can safely ignore those.
Paypal are so quick to take money from you and leave you in the dust that if they actually took you to court to get the money, they'd just lose anyway, especially in this case.

But could it be possible that customs opened the parcel and then didn't rewrap it very well..
This. At a guess, what's happened is that the package has received a bang on one end which has caused the inner tube to shift and smash the PSU and plug. Customs likely did not rewrap the PSU and plug properly and did not properly refill the tube so things couldn't move in transit.
so after 2 months of people helping you out your just going to bend over.
