I read it from here and here. Both of them say the offer is of €13M, which is just €2M less than Paulinho's release clause. I did reed this on facebook thoughThe Sunday Times has it as €10m.

BREAKING : Liverpool and Inter have agreed a fee for Coutinho of £8.2m with a further £1.7m in bonuses if the player reaches 20 appearances.
Coutinho will be offered a 5 and a half year deal worth just over £10m. Player to earn £40,000 p/w. Work permit has been submitted.
