England have such a poor choice of players that could be considered captain material.
Parker is captain material but the problem is he was overlooked for too long so it is difficult to to see a player who hasn't really been a regular in the squad to be given the armband over veterans like Gerrard and Lampard who have nearly 100 caps and have been vice-captain in the past. Of course it depends a bit on who Capello views as starters, Lampard has maybe fallen out of favour a bit of late at least at club level.
In terms of the future I think depending on how he develops maybe Wilshere could do it, when we played Barcelona last year he gave a real captain's performance, geeing up the players etc but that is some way off, realistically he will be behind Vermaelen in the pecking order at Arsenal so perhaps more something to consider for 2018 depending on what happens with other players of course.
edit: as an aside I'm a bit baffled by the decision to take the armband off JT, it clearly isn't Capello's decision based on the statement the FA gave, but he's the one who has to lead us to glory in the summer, not some guy in a suit and he's been undermined a bit here. Had the court case been held and JT been found guilty of some offence then by all means, but until that point we should pick the best man for the job (or rather, the manager should pick whoever he deems the best man for the job). I know it is all a bit controversial but I genuinely believe that had he remained as captain, come the tournament there wouldn't be much focus on the whole issue people would be more concerned about what is happening on the pitch, it would only cause problems afterwards (which is fine because by definition there is nothing to disrupt).
If it's a case of JT being deemed too disruptive/disliked in the dressing room then he needs to be dropped from the squad altogether rather than just taking the armband off him.
