what should i spend the 2000 points on?

Dunno what pre-ordering RoI unlocks for free players, but you can spend it on some real useful stuf like extra bags (max of 5), character slots, unlocking runekeeper/warden classes, profession recipes, that sort of thing. You'll earn more as you play through too, I'd say it's worth grabbing a few slayer deed tomes for when you want to cap those traits later on - they start off easy, but pretty soon you're killing 150 mobs for the first rank and 300 to max - takes a long time if you're doing it solo!
 
Need advice i have no idea what class i want to be except i dont want to play as guardian or champion. Also i want to be a Hobbit if that helps narrow the advice.

There is a nice wee article on http://lotro.mmorsel.com about picking your first character. There are some classic combos but dont stress on it, try and select one that interests you and will be fun to play.

Hunter is a frequent first character choice and IMHO a good intro to the game. They are fun to play, fast to level and get some great fast travel perks.

For a first time character I'd be happy to recommend a Hunter, Guardian or Champ.

One other tip for a starting player, I'd recommend selecting Explorer as your crafting profession for simple economic reasons. The crafting system in Lotro is pretty good but takes a lot of dedication and often high-level resourcing and coordination to really master.

If you go Explorer early on, you can auction the items you find to generate enough cash to by the shiny stuff you want on the AH. If you roll more characters or gain more experience, you can always pick a new profession later.
 
Also, the best value for money deal is to but the Isengard legendary Edition, and take out one month's VIP to allow all your characters that you log in with (and play in0game) to have all their traits unlocked and allow them to be able to use swift travel. This would come to around £45 total and allow you to play up to level cap without spending another penny. (The 500 and 1000 points you get from VIP month and Isengard could be spent on Evendim and Forochel giving you a smooth levelling experience.)
 
Noticed a really nice influx of new players this past couple of weeks; folks returning to the game in anticipation of Isengard and also brand new players. Great to see.

I think our kin has taken in half a dozen new players this last week alone.
 
Well i been playing my Hobbit Hunter who is at level 6 now. I also preordered the next expansion pack, i went with the legendary edition. I get some nice bonuses straight away. Like a 25% xp bonus till level 65, and some nice mounts. What level do i get the riding ability?
Also i got 2000 turbine points, i wont bother with xp bonuses as i already have quite a good one till level 65. Should i buy permant stat boost. As im a hunter ill need to increase my agililty to make me better with a bow shall i just spend all my points on that?

I could do with some guidance on the game please, recently downloaded and created account, but upon starting it the game graphically looks very backward and nothing like the awesome screen shots i've seen of roaling hills and amazing water etc, does it improve outside the starter area?
 
LOTR's graphics can look as good as the screen shots you have seen but a relatively powerful machine is needed to max out everything. I found that the anti-aliasing was the biggest performance hit, so if that is enable turning it off may allow you to boost some of the other settings considerably.

Not sure if it still does it, but it used to stream the download in the background, and only load the crappy textures first. So for the first few hours your graphics would look a bit rubbish. After a while you should be getting :

My graphics are boosted through CCC, i put them on max ingame, then i start fiddling with CCC.
