@Kevin Matthews - it's not often we reach this stage but we have.
Take your PC (all of it), place it in an unmarked case, letting some loose wires hang out, and then leave it lying around in a public place and then let bomb disposal take care of the rest. You'll be doing your mental health a favour in the long term.
Or, we list its faults and resist smacking it repeatedly with a hammer while we do:
- Occasional BSODs
- GPU coil whine (one of its many foibles not systematic of instability)
- Ambiguous Driver/BIOS conflicts (we need another update from one of them)
- PSU has joined in the fun - odd buzzing sound, possibly coil whine, signal interference or other
- It's developed sadistic AI - and is mocking us.
- Add ones i may have forgotten
Is your mouse hardlined into the system (not wireless) and is it only in Programs/taskbar that it does it? Are you sure it doesn't do it within Chrome or games and you just can't hear it. Also, are you 100% sure it's the PSU and not the GPU - you can use a cardboard tube to help isolate the noise if unsure.
Additional, what have you tried since you last posted:
- Any memtest results?
- Did you run at 2993MHz and experience stability issues still
- Something else i forgot?
