New CPU not working with upgrade

I don't think the psu is the cause of this, more like the cooler backplate was too tight and crushed or loosened that capacitor or whatever that is which caused the short. Usually the backplate would have a cutout big enough to avoid any chips on the back of the cpu socket or at least be foam backed to protect the chips. I reckon any RMA of that board would blame the backplate and hence user error so would decline the RMA.

I would recommend not using that backplate with the new board.
Not saying you are wrong about the cooler being to tight, but looks like the backplate is a standard AMD plate so the cutout should be perfect for the board.

Found this picture of the back plate fitted to the B450 Tomahawk and it shows the burnt chip is clear of the backplate.

The CPUs and memory have likely survived this. It might be worth finding a local PC shop and asking them to test.

I can’t see how the short between the backplate and cap has happened unless the cap has let go and soldered itself to backplate.
