DDR3_1 and old memory. When he says wait for the board to start, that's just for the fans to kick on right?
Could you elaborate - as we're experiencing a shorting like issues - and that sounds odd.
The above could be relevant - especially given your last post - more room for movement...

I'll have a think but i'm out of ideas apart from the 'out-of-case' test.
I'm pretty sure it's the motherboard - it's not unknown for MBs to die when upgradng - but it's the HDD scenario - not your fault.
It really does sound a lot like a shorting issue - but removing it from the case will either cure it or just eliminate it as the cause.

If you decide to strip the case - i'll be back to either guide you through it or advise you what to do if you have the confidence to remove it by yourself.
I'm looking at your first post - you were very close to buying a Ryzen build. Until I mistakenly advised you otherwise...
For argument sake - lets say your MB is toast. That means you've lost a resale value of approx. £50 - £80.
But if you were to adapt your build to a Ryzen 1600 it would offset the loss - and TBH - that's the CPU I would buy for a gaming build.
You also put memory in that wont run at 3200 - so I'll adapt that and it will save you some more money.
I'm just going to cost up a basket - as you may be able to get a performance wise the same build for games and technically not lose any money...
This is purely to try and lift your spirits a bit...
I'm serious when I say I, personally, would be buying the 1600 over the 1700.
It would be a waste - and I love doing builds for biggest bang for buck. The 1600 with 6 cores and 12 threads is amazing performance to price ratio - look at reviews - and it will increase in infamy as games become optimised for Ryzen more and more.
The memory you picked would not run at 3200 - very few do - and the one I selected I just hoped you like the look of as well as being compatible and cheap.
