Mine will boost to 1513, then drop to 1500 as vdrop kicks in. I've seen the RAM effects the voltage across the whole Card, so start with your Core first.
I'm finding Perf-Cap in GPUZ to be extremely unreliable so I wont use it any more.. It was detecting volt issues every time the screen went black in 3DMARK to load the next scene... In watching 3DMARK the volts nor the clocks dropped once!!
If anything my score went up and my power limit reached a peak of 110%!

Now try to reduce the Voltage a little. You should find a nice medium, for me that was 1500/7700 @ 1.2 volts after drop. Which, if you think about it, is good for any 980. Anywhere around 1.2 - 1.225 I'd be happy with as looking in the BIOS Voltage table, 12.8 seems the max - not that I'd want to run it at that.
RAM clocks just seems to effect the Core clock and stability. I don't know why, but that just seems to be the thing with my SOC.

Had what looked like texture flickering in Dragon Age Inq, so I've dropped to this 1520/3700 which has solved it. Which isn't a huge amount and still a great clock
In gpu-z I'm getting perfcap reason pwr. sli, does this mean my psu isn't strong enough for my sli 980's? It's a 750watt 80plus bronze
