I don't really know if I'm doing it right or monitoring it right but after setting the limit to 108% in GPU tweak and hitting apply I was still only seeing 200w in GPU-Z/HWMonitor. Honestly it's probably user error, because TPU say 216w:

I got my Zotac 4070 twin edge, 0db & Silent under load & no coil, this is a new cooler design, not like the older 3070s twin edge.

All good now, they had some trouble sending the Diablo IV codes out,Everyone knew the 4070 was a bad move, but you had to go and buy one....

I Waited a week on release before choosing a 4070.
The 3060 (non-ti) one was alright but probably just because it didn't have to dissipate a lot of heat to begin with.
