That screenshot isn't 5.4GHz. It's 5.3878GHz.
My UD5 does the same thing - underclocks the bclk. I had to raise from 100.0 to 100.3MHz in BIOS to get up to clean multiples of 100. I suggest you do the same

On some boards disabling spectrum spread stops it from happening
Yes its the same on my ud7-b3 with the F3h bios.

How are your temps?
