It seems lazy because of how well it worked in the first.
If a game is on pc and 360 and is made by the same developers, then shouldn't it be fairly trivial to allow the player to use a 360 pad? All it's going to boil down to is a gui change and a different key mapping, we won't be losing anything other than accuracy. If the PC version has gameplay mechanics that the 360 one doesn't then I can see the logic behind not supporting the controller, but I bet they'll be identical.
By the same logic they should allow a keyboard and mouse to work with the 360 version.
