i would get a better bench in the powertec package, that doesn't seem to have any max capacity advertised for it, etc. you want something which can easily handle your weight plus say 100+ kg on top of that no problem, to future proof yourself. i think mine is rated for 1000lbs which is around 400kg+.
you don't need to spend £300+ on a bench but i would pay slightly more than £150 for the safety aspect of it. whereabouts do you live as gumtree can have really good second hand stuff, but harder to find in less populated areas.
i managed to find about £3K worth of stuff on gumtree from a gym which had closed down for about £1K.
the guy was also selling a rack which i already had as well as a lot of other stuff which i had no use for, but the stuff was so cheap i decided to just get anything i think would be worthwhile for me in the long run so i bought a second bench off him.
but it takes months to find decent stuff second hand most of the stuff is the cheap argos crap and you will need to sift through all of that to find something decent.
buying new is usually the only choice if you want the stuff right now, and don't have access to say a van or large MPV to get the stuff from A to B.
as for matting strength shop do some really cheap ones which you can double up in the area you will be deadlifting on, everywhere else should only really require 1 mat, or if you want really thick mats try and source horse stall mats nearby locally, there are lots of different types though of horse stall mats and a lot of them are unsuitable for gym use, so make sure you check them out properly before doing so, only every buy rubber mats not eva foam or foam, they are terrible and wont last long.
avoid the horse stall mats which have holes in them, you want a thick solid rubber mat with some slight pattern on it or no patter at all, it's rubber and shouldn't be slippy when dry whereas horse stall mats are used in damp areas so some come with holes, etc which make them not that suitable for a gym.
