Don't know to be honest. RIPE have dished out their last IPv4 block about 5 years ago but that doesn't necessarily mean there aren't any left it just means there aren't blocks left that haven't previously been allocated.
Service providers need to get better at reallocating disused IP ranges. I used to have 4 (I think) /24's (plus a /27 and a whole load of /29's) allocated to my company which according to WHOIS are still mine but I've not had them for > 10 years so they're sitting unused.
