No its more than that, the commentators dont know where or who riders are or anything until they can see their number. That shouldnt be happening and aswell as formal time checks they normally have a good estimation at any point in the race...Looking at the map, there are fixed points where the time is given. So it seems it was an organisational decision to do it this way rather than have continual updates as in the tour de france.
