If your source for informed intelligence on such a nuanced thing as 'security clearance' is Google, you have probably proven yourself irrelevant to informed debate on the matter of rank. There are humans in the mix here, with all their personalities, emotions, ego, moments in time of life etc so trying to create a rigid framework of "how this works" in such a circumstance is pointless and naive.
Ive seen it on forums a few times comments like "how could you possibly know that" aimed towards a person. The mindset behind that being "you could not possibly know that" because the person questioning it is oblivious. I have experience, as I am sure others do, of getting insights into stuff I'd not expect to, when I know people would rush to tell me "that can't happen" so it's safe to assume this applies to everyone, not least mixing in circles like they do. As you move up the layer cake you meet more interesting people who have access to stuff you know nothing about. Personal ego and security is a tricky balance...
Security clearance is highly guarded and comes with risks to personal who disclose secrets as it should, but we have infinite examples where people who should not be in the know are, because they spoke to someone who was in the know who started their morning coffee discussion with "I shouldn't tell you this, but" or "I know I can trust you to keep this to yourself...". Add in whistle blowers and we are off to the races, add in former presidents of the USA trying to secure some ego points to pay for fake tan....well.
Close mate of mine was a Colonel in the British Army and he spent 2 years in the Pentagon discussing stuff I have no idea about. He has retired now but the circle of people he had access to at the top of the chain would be immense and the rooms he will have been in where stuff we know nothing about would have been fascinating I am sure. Funny story on that. Motorsport magazine once talked about their circle of subscribers and mentioned "we even have one subscriber in the pentagon" which was my mate
My advice (by all means chose to ignore it of course) is move away from the is he credible or not as you will never agree and never be able to prove or disprove using Google as it takes you into the rabbit hole fed by people like us debating his merits from both sides, seeking date to credit / discredit
