if its just CASH then its yours....
if its a wallet with an ID so you can see who it belongs to, than hand it in..
how the hell do you prove youve lost X amount of CASH? you cant, surely random tramps who dress up go into lost and found non-stop making up stories?
My friend did this with a bike, he now owns said bike, it's a rather nice bike.Report it at police station, wait a while as nobody will probably claim it, then its legally yours.

If the person really wanted the money it would be in a secure pocket or wallet , since they couldn't be trusted to look after the money i say they can not be trusted to spend the money.
I handed it in. The woman behind the counter just took my name and number on a scrap of paper. She said she'd ring if no-one claimed it. (no she wasn't fit)
when I paid I popped back and asked her if anyone came for it. she said they did.
shesaid the guy was gonna ring me to say thanks - no one ever called
I'm beginning to think she could have just pocketed it herself!
