You mean the bar across the bottom with the nav bar?

If so that is a custom ROM called Paranoid Android.

The only bad thing is that there isn't a large variety of icons to choose from. Sadly missing icons for Instagram, flashlight.

Finally put my SGS2 back on stock ROM now that JB 4.1.2 has been officially released:

I have enjoyed giving it custom ROMs left, right and centre. But, to be honest, nothing beats stock ROM. While this is a shot of the lock screen, I am using Apex Launcher.

i too find the stock 4.1.2 for GS2 amazing, it really is very smooth and super fast
