It's a tough one really, I was in a similar boat when I started - thought I could easily manage the 15/16mph average (advertised) of the 'slow' group, but any hills I was absolutely dropped as I wasn't used to riding them. It's hard to get used to fast group riding, without a fast group to ride with! That includes 12 miles cycling to and from my house slowly to get there and the bit where I was dropped. Other people in the group had an average of 19mph which I couldn't maintain. I pretty much got told that the group is a little bit too fast for me and that I need to get some miles in and come back when fitter.
Any more local clubs you can ride with? You might find one with a slightly lower average which will help you out! Most medium-large groups will do a 'newbie' ride. Around here one of the biggest groups (Hereford Wheelers) kinda cater to anyone and everyone, from 14-15mph 20 mile rides up to 25TT's. The other 'cycling clubs' (biggest being NFTO, Climb On, Gannet) tend to be smaller groups doing faster and further rides.
Gears, brakes and shifters froze?! Water left in them after cleaning? When I rode in -10 I didn't get my gears freezing and only had the rear brake freeze a couple of times. Your wind chill must've been much lower than -3! Biggest problem I had was the ice forming on my eyewear! The joys of winter cycling, my gear cables froze, then my brakes froze, then the shifters froze so I couldn't even pull the brakes....
-3c and freezing fog so it just sticks to you & the bike then freezes.
