Sometimes the best thing is to maintain a low speed for the whole climb rather than trying to power up the first bit and then struggle for the second! That all depends on how you're feeling and the road conditions though!
And by sometimes, I assume you mean always

There's little value in blowing up on a climb, given that it can take around 3-4 times the length of time you spend blowing up to recover. Take a 5 minute climb too hard and you can lose 20 minutes recovering.
