No it doesn't. Drugs are pretty much without exception cut with harmless and inert compounds, usually a form of sugar. Some are cut with other drugs - caffeine is a favourite in several cases - but always something no worse than the main drug. If there has ever been a case of a drug batch being cut the way you say there's no record of it, just scare stories - ironically both sides repeat the same stories to support their respective arguments: legalise it stop this happening, or don't legalise it because this is what happens. The drugs trade is all about repeat business, and keeping a low profile. Offing your clients would be too stupid for even the average druggie.
