It's very good, iirc it's an early 90's OVA based on the Masimurow Shirow Manga of the same title.
It's got a good mix of action and comedy, and has some great attention to detail on the guns and cars.
I think the reason only the NTSC version seems to be available is because it was an early ADV-UK DVD release* and they were probably doing it as cheaply as possible.
I've got the R4 version which is also NTSC and it's a great disk, I would highly recommend the show if you want something a bit fun

re Witch Hunter Robin, I bought the series blind and must admit at times I wondered why I was continuing with it, but it did have a fairly good end

*if memory serves several of ADV's early UK DVD's were NTSC and the only reason I can think of it is as a way of limiting their costs/time spent on something that might have fallen flat on it's face.
